Lengthy Agenda for Brownwood City Council Tuesday Morning

The Brownwood City Council will meet at 9:30 am Tuesday, August 13, at a different location than usual, due to renovations at City Hall.  The meeting will take place in the Municipal Court at the Law Enforcement Center, 1050 West Commerce.  The agenda is as follows:

Call to Order

  5. Citizen Presentations

Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

  4. Consider an ordinance on first reading regarding the keeping of chickens in the City Limits.
  5. Consider an ordinance on first reading revising the City’s animal ordinance regarding rabies vaccinations; dangerous dogs; regulating the care and humane treatment of animals; requiring sanitary conditions for animals and maintenance of the premises upon which they are kept; regulating the confinement of dogs or cats in motor vehicles; prohibiting the defecation by dogs on private or public property without removing or disposing of the excreta. In addition, Council may discuss a spay/neuter ordinance.

  7. Discuss and take action to award a grant writing and administration contract for an anticipated downtown revitalization grant.
  8. Discuss and take action to _adopt a Federal Grant Program Procurement Policy.
  9. Agreements and Contracts
  10. Consider authorizing the Mayor to sign a rental agreement with Howard Payne University for use of the Coliseum for the 2019/20 Volleyball/ Basketball Season.
  11. Consider approval of action taken by the Brownwood Municipal Development District for a lease of property to TG Mercer for a pipe yard on FM 45.

  14. Executive Session

The City Council may convene into a closed executive session in the Jury Room, pursuant to the provisions of the Open Meetings Law, Chapter 551, Government Code Vernon’s Annotated, in accordance with the authority contained in the following section:

Section 551.071 – Consultation with Attorney

  1. Restrictive covenants on property located at 400 E. Commerce, Brownwood, Texas.
  2. Action as a result of the Executive Session

Council will reconvene into Regular Session in the Municipal Court Chambers to take any action deemed necessary as a result of the Executive Session.
