The Brownwood Police Department issued the following press release Monday morning:
On Sunday, December 3, 2023, at approximately 2:30 a.m., officers were dispatched to an apartment complex in the 3700 block of Savoy Drive regarding a disorderly conduct complaint. The caller reported to dispatchers that a female was driving a red SUV and struck multiple parked cars while trying to run over another female.
As officers approached the area, they located the suspect vehicle and initiated a traffic stop in the 2100 block of 14th Steet. Officer Scott Ferguson approached the vehicle and identified the driver as 22-year-old Kiera Nicole Franklin of Brownwood. While speaking with Franklin, a strong odor of an alcoholic beverage of detected, emitting from the vehicle.
Officer Ferguson conducted a field sobriety test and believed that Franklin was intoxicated while operating a motor vehicle. She was subsequently arrested for Driving While Intoxicated.
While taking Franklin into custody, she began to resist by pulling her arms away, and attempting to walk away. Franklin also began screaming/cursing at officers, threatening them and making several racial slurs toward them. Franklin continued escalating her resistance by spitting at the officers throughout this encounter.
Franklin became very aggressive in her desire to fight officers, spitting on them and cursing them. Franklin threatened to cut officers’ heads off, have people attack them and bring their heads to her door while actively trying to kick and resist their attempts to control her. Additional officers arrived to assist, and they were likewise threatened along with their families.
While this was taking place, Officer Noah Acord, arrived at the original apartment complex and learned that Franklin drove to that location, looking for a particular female, who she then attempted to run over with her vehicle. In her attempt to strike the victim with her vehicle and leave the scene, Franklin struck four parked vehicles.
At the conclusion of the investigation, Franklin was charged with:

Resisting Arrest

Obstruction or Retaliation

Aggravated Assault w/a Deadly Weapon

Several Counts of Duty on Striking Unattended Vehicle, and

Harassment of a Public Servant
Bonds were set at a total of $59,000.
