AUSTIN — State Representative David Spiller has unveiled legislation that would prohibit foreign entities identified on the Annual Threat Assessment of the United States National Intelligence Community from purchasing or otherwise acquiring title or real property in Texas.

There have been concerns raised regarding potential foreign entities who may pose a threat to our state by owning and leasing land in Texas. The annual assessment focuses on the most direct and serious threats to the United States for the upcoming year.

Rep. Spiller laid out House Bill 4006 last week to the State Affairs Committee. House Bill 4006 would prohibit foreign entities from countries identified on the U.S. National Intelligence Community list from purchasing or otherwise acquiring title to real property in Texas.

“Utilizing the U.S. National Intelligence Community List, allows House Bill 4006 to adjust based on the political landscape in foreign affairs and our current national security environment,” said Representative Spiller.

It is important to note, House Bill 4006 only applies to entities that pose a threat to our nation’s security as identified on the U.S. National Intelligence Community List. This list is updated annually and on an as-needed basis by foreign affairs experts. HB 4006 does not apply to individuals.
