Brownwood City Council to Meet Tuesday Morning

The Brownwood City Council will meet Tuesday morning, November 23rd, at 9:00 am at City Hall, 501 Center Avenue. The agenda is below.

6. Citizen Presentations
Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

A. Consider ratification of the Brownwood Municipal Development District Board to approve an infrastructure reimbursement incentive to Howard Payne University for street improvements, a new sidewalk and curb & gutter in the 900 block of Center A venue, near the new HPU welcome center, not to exceed $42,850.

10. Ordinances and Resolutions
A. Consider an ordinance on first reading approving the FY 2020/2021 budget amendments.
B. Consider an ordinance on second and third/final reading closing a 177′ section known as Hughley Street from Pecan Drive to Riverside Drive, being Block 4, Part 1, and Block 5, Lots 5 and 6 of the J R Looney Addition.
C. Consider a resolution joining with the State of Texas as a party to the Texas Opioid Settlement Agreements secured by the Texas Attorney General and authorizing the City Manager to sign settlement participation forms.
D. Consider a resolution approving the Personnel Rules and Regulations Policies quarantine leave and mental health leave policies for non-civil service employees.
E. Consider two resolutions authorizing redistricting among City Wards and adopting the criteria for redistricting based on the 2020 Census data.

A. Consider authorizing the City Manager to sign an Interlocal Agreement with the Texas Group for the Brownwood Public Library to participate in an ebook/digital library shared program.

12. Consent Agenda
A. Consider ratification of the Brownwood Municipal Development District Board to approve a Building Improvement Incentive Program (BHP) grant to Andy’s Pest Troopers not to exceed $20,000 for a property located at 410 S. Broadway.
B. Consider ratification of the Brownwood Municipal Development District Board to approve a Building Improvement Incentive Program (BHP) grant to Chris & Missy Ryan not to exceed $20,000 for a property located at 200 N. Fisk.

A. Consider a bid to sell the improvements located at 108 N. Greenleaf to be moved.
