The Monday, May 10 meeting of Brown County Commissioners has been moved from the Courthouse to the Adams Street Community Center. The reason is a large crowd is anticipated as Commissioners consider a request by IP Radian for a reinvestment zone and tax abatement for a proposed solar farm in southwest Brown County. The meeting will begin at 9:00 am.
Brown County Judge Paul Lilly issued the following press release regarding Monday’s County Commissioners meeting,
We will have a second public hearing on the controversial tax abatement issue. Please announce and encourage everyone who wants to speak, to attend.
I have the following questions for IP Radian and their abatement application:
- Who owns the controlling interest in your company? What’s the individuals or the companies name? Is the controlling interest owned by a someone who is a domestic or an international person or company? Which one?
- What dollar amount, (both federal and state) has IP Radian received in tax abatements or tax credits in the last 10 years and specifically over the past 36 months? What’s the dollar amount?
- Will IP guarantee in writing to the County, the funds they have estimated they will pay to the County; guaranteeing the funds as the minimum that they will pay the county, rather than just estimates, regardless or circumstances.
The tax payers deserve answers, candid and accurate answers to these questions….. before any vote is taken!

B. Gary Worley, Commissioner Pct. 1- Consider and take possible action to create a reinvestment zone for purposes of tax abatement to provide economic development within the county in accordance with Chapter 312 of the Texas Tax Code, said reinvestment zone to be known as Brown County Reinvestment Zone No. 1-IP Radian, and located as described in the application by Tax Abatement Agreement with IP Radian, LLC
C. Gary Worley, Commissioner Pct. 1- Consider and take possible action regarding the adoption of a Tax Abatement Agreement with IP Radian, LLC. Pursuant to Chapter 312, Texas Tax Code.
D. Larry Traweek, Commissioner Pct 4.- Consideration and possible approval of action regarding appointing a person to fill the unexpired term of Justice of the Peace Pct.4.
