Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. A. Consider authorizing a budget amendment for the 2022/2023 year to move $88,000 from personnel to services in the Planning and Development Department.
B. Consider authorizing a budget amendment for the 2022/2023 year to move$350,000 from the Landfill building and grounds to the Community Facilities building and grounds for the Event Center construction.
10. Agreements and Contracts
A. Consider approving the Meet and Confer Agreement between the City of Brownwood and the Brownwood Professional Firefighters Association (BPFF A) for a three (3) year term – October 1, 2023 – September 30, 2026.
11. Ordinances and Resolutions
A. Consider an ordinance on second and third/final reading setting charges for fees, rentals, licenses, and permits for the City of Brownwood for FY 23/24.
B. Consider an ordinance on the first(final reading updating the salary, longevity pay, and certification pay for all Civil Service – Firefighters and Police Officers.
C. Consider a resolution approving seven new capital leases with Citizens National Bank and assigning a property tax pledge.
D. Consider a resolution authorizing City staff to grant an exception to International Fire Code Sections 907.2.12.1 and 914.7.1 requiring a fire alarm and an automatic sprinkler system as conditions for approval of a Special Event Permit and a Temporary Certificate of Occupancy to have a Haunted House at 700 Carnegie.

A. Consider awarding a bid for the Airport rehab to Covington Contracting for$104,790 and authorize the City Manager to sign the contract and any subsequent documents as needed.
B. Consider rejecting the bids for the Landfill litter fence and authorize City Staff to solicit new proposals.

A. Consider ratification of a Mayoral appointment to serve on the Brownwood Municipal Development District Executive Board of Trustees.
