Brownwood City Council to Meet Tuesday Morning

The City of Brownwood City Council will hold a regular meeting on Tuesday, September 12, at 9:00 am at City Hall.  The posted agenda is below.

Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing the Council each person submits a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

A. Consider a Greenleaf Cemetery subsidy request to allocate $10,000 for air conditioning instead of equipment. Also, consider providing street signs and street rehab work to Greenleaf Cemetery with a material value of $5,333.
B. Consider creating a Special Purpose Fund for Event Center capital expenses and transferring funds from the General Fund into the Special Purpose Fund.

10. Agreements and Contracts
A. Consider approving the Meet and Confer Agreement between the City of Brownwood and the Brownwood Municipal Police Association (BMPA) for a three
(3) year term – October 1, 2023 – September 30, 2026.
B. Consider authorizing the City Manager to sign a Solid Waste Disposal Contract with Waste Connections Lone Star, Inc.

11. Ordinances and Resolutions
A. Consider an ordinance on second and third/final reading levying ad valorem taxes for Tax Year 2023 at a rate of $.6659 per $100 value, which is a 3.79% increase in total ad valorem tax revenues.
B. Consider an ordinance on second and third/final reading setting charges for fees, rentals, licenses, and permits for the City of Brownwood for FY 23/24.
C. Consider a resolution approving the Brownwood Municipal Development District 2023/2024 annual budget.

12. Consent Agenda
A. Consider an ordinance on second and third/final reading on a request from Howard Payne University to close and abandon a developed alley that is 20′ wide and 202′ long and located in the McClelland Addition Block 11, 12. The alley is west of E. Lipscomb Street and lies between Center Ave and Clark Street.
B. Consider an ordinance on second and third/final reading adopting the 2021 Editions of the International Building Code; International Residential Code; International Property Maintenance Code; International Mechanical Code; International Fuel Gas Code; International Existing Building Code; International Energy Conservation Code; International Plumbing Code; International Fire Code; and the 2020 Edition of the National Electric Code for the City of Brownwood.
C. Consider an ordinance on second and third/final reading approving a negotiated settlement between the Atmos Cities Steering Committee and Atmos Energy Corporation regarding the company’s 2023 rate review mechanism filing.
D. Consider an ordinance on second and third/final reading setting charges, fees, rates, and deposits for customers on the Brownwood water, sewer, and sanitation system for FY 23/24.

The Council will consider awarding a bid in the amount of $61,607 to Heart of Texas Mechanical for a two year HVAC Maintenance contract to maintain and conduct routine maintenance on HVAC systems belonging to the City of Brownwood.

The Council in Executive Session will consider an amendment to a purchase agreement for 200 Carnegie Street.
