The Brownwood City Council will meet Tuesday, September 28, at 9:00 am at Brownwood City Hall, 501 Center Avenue.

Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

9. Public Hearing
A. Council may hold a public hearing and consider an ordinance on first reading requesting additional language in Chapter 98-Zoning to address Recreational Vehicles within the City.

10. Requests and Presentations
A. Council may receive a 2020 Audit presentation from Tony Krischke, CPA.
B. Council may review and discuss Section 3 policy updates and information for the City’s TXCDBG Contract #7219062.

11. Consent Agenda
A. Consider an ordinance on second and third/final reading setting charges for fees, rentals, licenses, and permits for the City of Brownwood for FY 2 l /22.
B. Consider an ordinance on second and third/final reading setting charges, fees, rates, and deposits for customers on the Brownwood water, sewer, and sanitation system for FY 21/22.
C. Consider approving the Meet and Confer Agreement between the City of Brownwood and the Brownwood Municipal Police Association (BMP A) for a two
(2) year term-October 1, 2021 – September 30, 2023.
D. Consider approving the Meet and Confer Agreement between the City of Brownwood and the Brownwood Professional Firefighters Association (BPFF A) for a three (3) year term-October 1, 2021 -September 30, 2024.
E. Consider ratification of the Brownwood Municipal Development District Board to approve a Building Improvement Incentive Program (BHP) grant to Porf Dubon for an amount not to exceed $16,200 for a property located at 300 N. Fisk.

12. Ordinances and Resolutions
A. Consider an ordinance onfirst I final reading updating the salary, longevity pay, and certification pay for all Civil Service -Firefighters and Police Officers.
B. Consider a resolution approving eight new capital leases with Citizens National Bank and assigning a property tax pledge.
C. Consider a resolution approving the BMDD 2021/2022 annual budget and plan of work.
D. Consider a resolution approving the Hotel Occupancy Tax (HOT) budget for the fiscal year 2021/2022.
E. Consider a resolution to authorize the procedures for Hotel Occupancy Tax funding.
F. Consider a resolution approving the Personnel Rules and Regulations Policies for holidays, mental health leave, and quarantine leave.

A. Consider awarding a bid in the amount of $95,855 to Heart of Texas Mechanical for a two (2) year HVAC Maintenance constract to maintain and conduct routine maintenance on HVAC systems belonging to the City of Brownwood.
