Planning & Zoning Public Hearing to Address Recreational Vehicles

In accordance with Texas Local Government Code §211.007, and Section 98-84 of the City’s Code of Ordinances, a public hearing will be held by the City of Brownwood Planning and Zoning Commission on Thursday, September 2, 2021 at 4:00 p.m. in the City Council Chambers at 501 Center Avenue, Brownwood, Texas, for the purpose of receiving comments on the following requests:

Staff would like to request the following language be added under Chapter 98 Article III, Section 98-187:

(a)   A person may not stay, reside, occupy a Recreational Vehicle on private property other than a designated recreational vehicles park as specified in ‘Sec. 98-585’

(b) A person may not connect a Recreational Vehicle to City supplied utilities (i.e., water and/or sewer) at a private dwelling.

(c)  A resident who owns a Recreational Vehicle may park at their residence for parking purposes only. Electric service may be provided to the Recreational Vehicle for conditioning purposes only (heat, cool, appliances). The Recreational Vehicle shall at no time be used as a dwelling. The Recreational Vehicle must be parked on an improved surface but not to include City streets.

(d)  No person shall hook up a Recreational Vehicle “permanently” to electrical utilities, water, city sewer, septic systems, telephone, or place a receptacle for receiving mail or any other service or device which could be considered permanent installation of a Recreational Vehicle.

(e)  Property owners are responsible for Recreational Vehicles placed on their property regardless of the ownership of the Recreational Vehicle.

The addition of this language would clarify the Ordinance on recreational vehicles and help alleviate any misinterpretations on Recreational Vehicle use on residential property.

It is requested that you make your views known, either in person, by writing, or by a duly authorized representative to aid the Planning and Zoning Commission in determining the proper action on this request. Following the public hearing the Commission may recommend the proposed request to the City Council.
